An undocumented construction worker who was paralyzed in 2007 in a fall at a Milford job site has been awarded $4.5 million in the largest workers compensation settlement in state history. As part of the settlement, the insurer agreed to purchase and modify a dwelling at 24-year-old Estuardo Ceballos home in Central America and to provide him with a specially outfitted van. "We are pleased to have been able to effectuate a fair and just resolution of a difficult case," said Ceballos lawyer, Jon A. August, of Miller, Rosnick, DAmico, August & Butler in Bridgeport.
