In the wake of recent Texas flooding, FEMA’s outgoing National Flood Insurance Program chief Brad Kieserman sent out a bulletin to flood insurance providers telling them what’s expected of them. It’s a shame that memo didn’t go out soon after superstorm Sandy. It could have spared Sandy’s victims untold anguish and financial pain. FEMA claims it has been trying to refocus its mission as a "survivor-centric" agency. Shouldn’t that always have been its mission? It is always troublesome when something that should go without saying has to be said.
